How to make a simple website with a backend database? _html/css_WEB-ITnose

As the title says, this is my course design assignment. Build a website with administrators and ordinary users. Ordinary users can browse the website and leave comments anonymously. Administrators can manage news posted on the website, add and delete users and comments. . The website is powered by user registration. Administrators can manage user accounts and passwords, and ordinary users can change their own passwords. These are basically the functions. How do I do them? Is it software or something?

It should be possible. I have never used FrontPage. I compiled it using Dreamweaver. You don’t need access when using cms. There are templates for web pages. You can make two web pages according to them, and then directly pass over the other files. Then you can log in using cms and enter the content.
