Web page Chinese garbled problem_html/css_WEB-ITnose

The web page displays normally in DWCS5, and there is no problem when testing the page with a browser. However, as soon as the website background is used to generate it, Chinese garbled characters appear (the Chinese part is a small square), and the coding is changed again and again to no avail (gb2312/ utf-8), right-click on the garbled webpage-->Encoding-->Simplified Chinese (GB2312) webpage is displayed normally, I don’t know what’s going on?
