ConfigParser.ParsingError: File contains parsing errors: /etc/supervisord.conf
[line 39]: '"supervisord.conf" [readonly] 140L, 8627C\n'
[root@t01 conf.d]# chmod 777 /etc/supervisord.conf
[root@t01 conf.d]# supervisorctl

Judging from the error message, there should be a problem with the format of the supervisord.conf file, so a Parsing error is prompted. The error occurs at line 140 and column 8627.
You are the root user, so it should not be a permissions problem
How about
echo_supervisord_conf > /etc/supervisord.conf
try restoring to the default configurationTake a look at the configuration of line 140 and the lines above and below in your supervisord.conf. It is obviously an error in file parsing. It shouldn't be a permissions issue.
