1.按题主的意思是局域网内的固定ip，你把笔记本自动获取改成固定ip就可以了。
2.感觉题主是可以申请阿里云9块9或者腾讯云1块的。
QQ浏览器有插件的，把本地服务模拟成http代理，公众号安全url直接录入这个，这样很方便调试的，不过只有安卓能。

楼主的想法我实现过。可以借助net123将本机地址（localhost:8080）映射到80外网，然后在公众平台配置一下就能使用本地tomcat调试了。不过毕竟免费的，在第一次配置连接的时候经常url超时，不容易配置成功。
