包jpeg实现了一个JPEG图像解码器和编码器。
JPEG在ITU-T T.81中定义：http : //www.w3.org/Graphics/JPEG/itu-t81.pdf。

DefaultQuality是默认的质量编码参数。

Decode从r读取JPEG图像并将其作为image.Image返回。
func DecodeConfig(r io.Reader) (image.Config, error)
DecodeConfig返回JPEG图像的颜色模型和尺寸，而不用解码整个图像。
func Encode(w io.Writer, m image.Image, o *Options) error
Encode使用给定的选项将图像m以JPEG 4：2：0基准格式写入w。如果传递nil * Options，则使用默认参数。
FormatError报告输入不是有效的JPEG。
