这个肯定是针对特定情况下的写的咯。
我猜测就是数据的文件缓存，前11位存的是过期的时间戳，后面存的是数据内容，通过获取前11位得到时间戳判断缓存有没有过期，然后做处理。
针对特定情况下使用，不通用，不过也不失为文件缓存的一种方式。
