服务器上文件下载问题

是这样，客户对服务器上安全要求很高，所以他们的所有文件权限都是这样的（下图所示），但是下载的时候就出问题了，不能进行下载操作。但是可以通过第三方插件打开文档后进行下载，万恶的客户要求能够不打开文档直接下载的。

请问该如何解决？？

chown ，如果是可以执行shell的，上传后，你应该更改下新文件的所属用户
