winphone8手机访问客户端下载页面不全的问题

我写好的客户端下载页面用winphone8手机访问时页面只显示在手机左上角的四分之一处，但在其他系统的手机上都可以显示全，怎样调试这个下载页面能显示全，恳请各位大牛指点！！！有window phone手机的也可以访问一下，看下效果。网址是http://xinhua.ahcydt.net/downloadclient2/phone/。

还有用电脑访问时出现中文乱码问题，怎样解决呢，非常感谢大牛们能给指点一下！！!

乱码是你的字符集问题，而手机访问显示不全就不知道了，跟php无关。
