If it is just a development machine, you can use Windows system + phpstudy, and bring it with you to deploy the php5.6 environment.
vc14 is a runtime library and a dependency on the runtime environment. It can be downloaded officially from Microsoft.
vc6.0 vs is development software. Not the same thing
