Out of curiosity, I tested if there was an issue by opening some large PDFs (250MB), and performance seemed to be the same for all channels to me. I'm not saying it's great, the scrolling issues are real. It's quite slow compared to the PDF reader in Firefox. Edge's built-in document viewer seems to render parts of the page when I scroll down or up, which is why I think it looks slow when scrolling.
