Shadows Crossing is an early quest in Dragon Age: The Veilguard, and the first one that asks you to make any sort of major decision. Since it's fairly short, it's not the best advert for the complex choices the game features, as Dragon Age: The Veilguard takes a while to get going.

However, it does still have some importance. It helps you as a player define the decisions your Rook will make, it impacts approval, and his can have further reaching consequences depending on what decision you make. While choices get tougher and more meaningful from here, it's still worth considering the impact of the events of Shadow's Crossing.

Establish Contact With The Village

Most of Shadow's Crossing is a walking simulator, as is the case on the Outing quests you'll pick up through the game. You will learn that the people of the village have been killed, and that the Blight has taken them. You will discover that the Mayor is nowhere to be seen.

Disappointingly, you can't interact much with many of the villagers here, nor can you explore the houses or find any treasure. It's sort of a tutorial, and thus is very narrow and linear. While The Veilguard does open up further as the game goes on, there's not much to see in D'Meta's Crossing.

As you continue through the linear route, you will see some Blight Boils and can destroy them to squeeze through, leading to a dragon. However, there's no need to worry (yet), as the dragon is called back by Ghilan'nain. That leaves you with the mayor.

Saving or leaving the Mayor is the first choice your Rook makes that shows who they are inside. The Mayor confesses to his part in this affair - working with the gods to offer his own people as sacrifice for their rituals - and to having slim motivations - money. But as he begs for his life, you face a choice. Are you a hero of justice, or a hero of vengeance?

If you save him, you get approval from Neve, but disapproval from Bellara and Harding, and the quest wraps up shortly after. If you leave him, you get disapproval from Neve, and this time approval from Bellara and Harding. Therefore, on simple mathematics, leaving him is better unless you intend to romance Neve - though this decision does not lock you out either way.

However, a secondary consequence arrives in the form of the quest A Growing Corruption. If you leave the Mayor, he will turn Blighted, and you will need to fight him later in the game as he continues to ravage the countryside. If you save him here, that quest does not happen.
